By 1998, one in every six new jobs was reported to require technical skills, and employers were having trouble supplying that demand. This resulted in the federal Workforce Investment Act (WIA). WIA offered community-based workforce training to displaced workers and job seekers as an attempt to increase employment, workplace skills and earnings.
